If you no longer have access to the phone, you'll need to change your Apple ID password.
Note: If you no longer have access to the iPhone that is using the number you want to remove, reset your Apple ID password.

I am having the same problem - Even after changing my password TWICE & having Apple help. Any other ways to figure this out!? So frustrating.
