It sounds like there is something wrong with your iPad
I suggest you take it to Apple and ask them to charge it

You will need a computer with high-power USB port.

Standard USB ports do not put out enough power.
Your PC would have to have hi power USB ports, which are standard on Macs.
My iMac and mini charge my iPad just fine.

USB 2.0 is a standard nowadays and is sufficient for charging iPads... check your cord.
I have multiple apple products and some cords have issues charging my newer iPhones as well as iPads... such as trying to use an iPod cord on a 3rd Gen iPad... give it a shot!

... tried it again on another laptop and nope?!? what the frig?? my work laptop won't charge it but my MBP does and my personal dell... weird.
... you can also see this problem with older plugs as well! they updated the plugs/cords for newer iPads but if you have an older one it will display Not Charging as well... gotta love when everything is backwards compatible but not forward compatible!!!
