phone working but callers say they cannot get in touch (ATT, iOS7, iPhone 5)

my phone appears to be working fine but for the fourth time in a month i am having people tell me that they cannot get through to me and that the phone goes straight to a voice message saying i cannot accept calls or that it just disconnects or something.

 

i got it from someone tailoring a pair of pants a month ago, my brother this week and today from the bike shop where i dropped off my bike. they call but cannot get through with no reasonable explanation like voicemail is full or whatever.

 

i have SILENT on in setting from between 12 AM and 7 AM or something and i am able to get call waiting (happens all the time). i sometimes put the phone on silent to get work done but this is NO BUENO since i run a business and am 100% dependent upon getting a new client once in a blue moon.

 

does anyone know if this is a 100% cell carrier issue?

 

i am going to turn off the Silent option in preferences ASAP but am at a loss as to what could be going on.

 

any advice?
