For the iPhone to replaced by Apple it needs to be sent back to someone in the US to take it into an Apple Store.
You can get a third party company to try and fix it or DIY but keep in mind doing this will prevent the iPhone from getting service by Apple in future due to unauthorised repairs.

Could it be fixed by a third party repair service? Or could I do it myself? Maybe I could buy the parts then open it up and repair the so called 'baseband hardware problem' myself.
There are no Apple parts available for sale.
