For my situation, it related to executing a java script from Juniper networks that gets downloaded when connecting to my office network.
It asks permission to download and/or execute tnvv.jar
I give it permission and I get he following message:
An error was encountered while downloading the target application from the secure gateway and could not fetch the file.
If I click through the error, I get another request for permission to download and/or execute NetworkConnect.app
I get the same error message after giving permission

Oct 23, 2013 7:53 AM in response to Capt Bringdownby Capt Bringdown,I tracked down a work around for my juniper network connect issue in Mavericks.
Run the NextworkConnect directly from the applications folder.
It will popup a window asking for the server address you wish to connect to.
For my situation, I entered one of the standard VPN servers that my company uses
adding /auth to the end of the URL.
It returns with a login prompt, I input my credentials and I'm in.

I am going to ask a friend to zip up his racoon folders and send to me. The service isn't running on my mac, and trying to force start it through terminal does nothing
I will let others know it that works

Oct 23, 2013 10:09 AM in response to mnsaintby D.E. Emery,For what it's worth, I rolled my server to Mavericks and Server 3.0 last night. After reading about VPN problems, I tried connecting with my iPhone (which worked just fine with my ML Server installation.) I haven't tried this with my laptop (It's kinda difficult debugging VPN connections from within your own network...)
I'm sure hoping someone figures this out before next week, otherwise I'll have to roll back to ML Server (since I need my VPN to work next week when I'll be away from the office.)

Oct 23, 2013 12:55 PM in response to mnsaintby mnsaint,I tried the same thing. I took a MBA from work which I had installed Mavericks and brought it home. I set up my work VPN exactly the same and it worked just fine. I copied the racoon.conf file from that computer and replaced the same file in my /etc/raccoon/ folder on my home iMac and it still won't work.
I wonder what's different about some computers (well, I know a LOT can be different) but I wonder what it is exactly that's stopping the VPN from working...
I'm getting the exact same error as mentioned above:
