Ok, this is definitely an ISP issue. This can be solved by either using a VPN, or changing to a different ISP.
If you have no paid VPN service, use the free version of Hotspot Shield. Follow the steps below to set it up:
- Pause the download and exit App Store.
- Go to Activity Monitor and quit "storeagent" app, just to be sure.
- Download Hotspot Shield for Mac.
- Connect to it and launch App Store.
- Resume the download, now it should work.
At this point, you can either download the entire OS X Mavericks update over Hotspot Shield, or go back to using your own connection. I don't recommend downloading over Hotspot Shield because it's slow, but if you can wait and don't wish to get stuck again, feel free to do so; Hotspot Shield has no bandwidth limit.
To go back to downloading OS X Mavericks using your own connection:
- Pause the download and exit App Store.
- Go to Activity Monitor and quit "storeagent" app, just to be sure.
- Disconnect/exit Hotspot Shield.
- Launch App Store, resume the download.
If you get stuck again, follow the steps over. Note that killing the storeagent is optional, it's the process which handles App Store downloads. I just added that to ensure the download isn't going on in the background after it is paused, which is known to happen in some cases.
