Just changed the language order in preferences language & region.
Seems like maps has bad behaivor with some languages.

Redirecting ~/Library/Caches (as a symlink) is the culprit.
When redirected Maps.app will create the ~/Library/Caches/MapTiles/MapTiles.sqlitedb and it writes data but we get the same results: Maps.app only reveals a grid and no actual maps!
I submitted a bug report to Apple

Dec 26, 2013 4:51 AM in response to applebit924by Steeljack,I was experiencing that same blankness. applebit924's answer pointed me in the right direction: my ~/Library/Caches/MapTiles was not a symlink, but deleting the directory wholesale seems to have resolved the problem without requiring a reboot. (Interestingly, just deleting the MapTiles.sqlitedb file did not.)

Jan 2, 2014 3:09 PM in response to OzziesMACby William Lloyd,NO. Library/Caches under your home folder. The library folder is hidden by default. Go to your home folder in Finder, hit command-J, click "show Library folder" at the bottom of the box, and then navigate into the right location.
