Check iBooks > Preferences from iBooks' menu. Click Store at the top and check the download option there.

Check iBooks > Preferences > Parental from iBooks' menu. Are restrictions set?
You say: "FYI no problems with iTunes". That may well be your problem with iBooks
If you were using the current version of iTunes (11.1.2), when you click the "Books" tab in iTunes for the first time under Mavericks, you would see a warning that the Books have moved, and then never see the Books tab in iTunes again.
Are you using iTunes 11.1.2? My guess is that is your issue.

Oct 25, 2013 6:34 PM in response to sbermanby Allen Brown,No restriction set. Using the latest iTunes and had it open first but hadn't selected Books. After your post, I went to Books, got the warning message, clicked ok then went opened iBooks but no change. FYI have installed on two other machines, no problem..

System Preferences > iCloud - no iBooks
iBooks > Store > Store Home - Cannot connect (same as screenshot)
iBooks > Store > Sign In... - Cannot connect (same as screenshot)
iBooks > Store > Authorize This Comuter... - Cannot connect (same as screenshot)
iBooks > Preferences... > Store - Grey out, can't check.
It synced when I upgraded but no longer syncs with my iOS iBooks.
iBooks > View > Show Purchases in iCloud - checked, but doesn't
MBP 15" Late 2008, OS X 10.9 (13A603), iBooks 1.0.1 (281)
No problems with iTunes or anything else. And yes... I'm connected to the internet.

Nov 14, 2013 7:09 PM in response to cactaklaby Allen Brown,Did not solve the problem exactly. Went it the Genius Bar, with no change after an hour or so of diagnostics, they couldn't find the problem. Ended up creating a new user, copied everything over, now works fine..

Just tried that trick... the new user was logged in, but couldn't access the store. When I signed out, it won't let me sign back in. Something's up.
