Since upgrading to Mavericks, scrolling in Safari and Preview have become unbearably jerky.
When running Mountain Lion, I could scroll while reading at a consistant speed.
With Mavericks, scrolling speeds up and slows down unpredictably. It's aggrivating to the point that I can't concentrate on what I'm doing.

Try a Safe Mode boot.
Startup your Mac in Safe Mode
A Safe Mode boot takes much longer than a normal boot so be patient.
Once you are in Safe Mode, click Restart from the Apple () menu.
Then try scrolling.
Performing a safe boot did not fix the problem.
I noticed that when scrolling in the Activity Monitor, the jerkiness was less severe.
I think I'm going to spend the 3 hours or so this weekend downgrading to Mountain Lion.
Mavericks isn't free if it costs me this much time and frustration. I'm dissapointed with Apple's developers and QA department.
If you have AutoCad, open and close it and it will fix the problem.
I just so happen to have AutoCAD 2013 and amazingly, it did solve all the jerky, choppy behavior with scrolling and the dock. I do not know what AutoCAD does, but it must somehow set a preference or other setting to smooth the display.
I've been in contact with Apple, and they are looking at some debugging information from my system to see if they can identify the problem. I'm impressed with the level of support that they've shown regarding this.
My scrolling on Mavericks is very jumpy too. I made a video of it:
Amazingly opening AutoCad (2011 in my case) works.

Well that was absolutely odd. I can confirm that Safari and Mission Control laginess / jerkiness absolutely went away when I opened Autocad 2013. This is on a 2012 MBA. What gives?
You might try changing the Accessibility setting for Mouse & Trackpad, under Trackpad Options... to Scrolling without inertia.

Same problem...same solution!! AutoCAD fixed the jerky scrolling. Did Apple say they were working on the problem?
this is amazing. i never in a million years would have thought it had anything to do with autocad???
both the jerky scrolling (in chrome) and the stuttering animation on hiding/showing the dock were fixed after just opening and closing autocad. can anyone (Csevillan?) explain why this works?
