It sounds like you are unable to sign into iCloud on your computer. If you need to reset your password, this article should help you with that.
Apple ID: Changing your password

- Go to My Apple ID (appleid.apple.com).
- Click Manage your Apple ID and sign in.
- If you have two-step verification turned on, you will be asked to send a verification code to the trusted device associated with your Apple ID. If you are unable to receive messages at your trusted device, follow the guidelines for what to do if you can't sign in with two-step verification.
- Click "Password and Security".
- In the "Choose a new password" section, click Change Password.
- Enter your old password, then enter a new password and confirm the new password. Click Save when done.
The next time you use an Apple feature or service that uses Apple ID, you will be asked to sign in with your new Apple ID password.
If that is not what is preventing you from signing in, would you mind ellaborating on any error messages, or what activity you are seeing when you try and log in?

Oct 29, 2013 1:48 PM in response to CarpenterDesignby Roger Wilmut1,Your signature says you have 10.4.11 - is this correct? (If it isn't, please correct it to prevent confusion).
If you are running Tiger you don't have an iCloud preference pane and you cannot use any of iCloud's functions except that you can set Mail up to access emails on an existing iCloud account (you cannot create an iCloud account on Tiger).
The minimum requirement for iCloud is Lion 10.7.5. If you have that or above and cannot sign in then the post above will be applicable.
