A fellow musican I know had an identical issue with this and asked me to check it out. I fixed it and wrote a long set of instructions on my blog. His problem was with 10.6 but it was an update he did preparing to move to Mavericks.
Please let me know if this fix works with Mavericks I'd prefer not to boot it up and force the error to test it LOL
I was able to reproduce the error by just removing the /Shared folder from /Users

In order to comply with this form, I must point out that the fixed1t blog site does sell cheap Garageband and sampler support software and that I will benefit if you buy it. The reality is, nobody buys these days LOL ;-)

I had the same problem on my iMac (SSD + HDD) running OS 10.9.1 with iTunes located on the SSD and the media folder on the HDD. The error still occured after repairing the rights on the HDD with Disk Utility. Then I fixed the rights of the "Shared" folder on the SSD via the information window and - voila - iTunes is firing up without any problem.
