Try this Method:
- Go to Settings > General > Reset > Reset All Settings (NO DATA WILL BE DELETED)
- Reconfirm it again when the notification pops up and wait for the phone to reboot itself

I've legitimately tried everything that Best Buy and Apple have suggested to try to fix this issue and nothing works. I plan to go back to Best Buy on Saturday and refuse to leave until they give me a new phone. This has been an issue for well over a year and every time I try and get it resolved they tell me to speak with the Apple store, who are then perplexed and refer me back to Best Buy. I have the Black Tie protection from there and I've never used it although I've been paying for it for close to 2 years.
