If you are referring to "Other" as listed in iTunes summary for your phone, 1.3GB would be considered normal in my experience.

I have deleted every single message off of my iPhone 4, but when I look st usage and storage, it still says messages are using up of storage. Are the messages stored somewhere else? How do I delete them?

You have orphaned messages that are on your phone but not visible. It's too long a story to explain here, but one that you can google rather easily.
In short, there are 2 ways to rid yourself of this:
1) Wipe your phone and all of its backups and start fresh. (Your backups contain all of these messages also)
2) Research how to remove the orphaned files from your backup in iTunes, then restore the updated backup back to your phone. It isn't hard, but is a little tricky and not for the novice.
