even with the most up to date versions of Java from Oracle and from Apple, the Java control panel is broken in Mavericks. the check box for "enable java content in the browser" will not reatain a check mark.
Works fine on my system...

Agreed. I wonder if there is a fix for this issue!
I believe there is a problem when Java 6 and Java 7 are both installed on a mavericks system. as far as I can tell, installing Java 7 when Java 6 is already installed does not delete Java 6 or at least not all of its files.
people I know who never had Java 6 on their computers and then installed Java 7 have no issues with Java under mavericks. if you had both 6 and 7 installed and then installed mavericks, Java is broken.
here is what I did to fix this problem on that has worked on 2 macs-an iMac and a macbook pro-both that were upgraded to mavericks. I eliminated all java files I could find, uninstalled Java 7, rebooted, flushed caches and reinstalled Java 7.
here are the specific steps:
-- /library/preferencepanes there is a file called "JavaControlPanel.prefPane" move that to trash
--/library/ move the Java folder to the trash
--/library/ move the Oracle folder to the trash
--uninstall JRE 7.45
you can do this by finding "JavaAppletPlugin.plugin" and moving it to the trash. that file is in /library/internet plug-ins. described here:

--restarted and booted in safe mode (hold down the shift key during restart)

--once safe boot was finished I logged back in and installed JRE-7u45
at that point the Java control panel was back to working normally. You can adjust the security slider and the "enable Java content in the browser" will be checked.
I do not know whether all these steps are required. I do know that this procedure has restored Java 7 functionality to my machines.
hopefully Oracle will release a revised Java 7 that removes the offending files as part of its installation.

I have updated and installed, reinstalled several times java JRE-7u45 but nothing happens. If I go to the site for missing plug in, it refers me back and the circle starts over again ....No Java shows up in Systems Preferences either. If I check Library, Java file is blank. Plug ins are blank. I have Java enable script checked in Safari, but I can not get java !!! I have restarted, reinstalled, uninstalled.....there is nothing more I can think to do.
I am very sorry to have upgraded to Mavericks at this point. ANY BODY ?? help
Read my post just before yours. My guess is that you have both java 6 and 7.
Try following the directions I posted.
Thanks to Peter's process I managed to get my Java control panel working in System Preferences, however I still cannot get rid of the annoying popup prompting me to "install" Java SE 6.
On this thread https://discussions.apple.com/thread/5471653 the solution is to install the last Apple JRE 6 update...which seems a real catch-22 as I assume that then I'll lose the Java control panel again...
Any ideas?
Update - bit the bullet and installed the Apple JRE 6.
It all seems to be working: The Java control panel is still available and the annoying pop-up has disappeared.
Can't find any of the files in my Library, any ideas why?

Sorry to say, Peter it's a no-go for me... Steps 1-6 seem OK for me exactly as you say. I deviated in the next step, installing the current JRE7u51 in safe mode.
The Java CP (in the Security tab of the Java CP) did NOT stay checked (checking by itself is not enough, you have to Apply the feature in this and I think all previous versions) after the security question. Just clicking OK doesn't accomplish anything, except close the CP.
Sorry, but you weren't too clear about the Apply. It seems obvious to hit Apply after checking the box to attempt to save the setting. There is no way to get it to appear and checking the web based Java check page reveals that it definitely is not working in Safari as well.

You did not mention a plug-in called MRJPlugin.plug-in (located in /Library/Internet Plug-Ins/). Therefore I didn't remove it. Could this be the issue? Clearly this whole home-brew install of Java by Oracle is ridiculous. Apple's Java implementation is also not without blame (as it doesn't work with Safari in even a limited way).

I'm sorry the steps that worked for me didn't work for you and that the instructions were not clear enough. I wish I could help more. I'm not a JAVA expert. Hopefully at some point Apple and Oracle will get together and make JAVA work properly.

I posted this Java situation almost 5 months ago. Suddenly I am receiving emails about this !!!! Several TODAY.
I am unsure why this is happening NOW. At the time, no one knew what was going on with Java. Today, when I go onto a site that requires Java, I still jump through hoops and do whatever is needed to get it to work, no thanks to Apple ........and Oracle, is the one making us jump through the hoops. I do not need Java much, except for one certain game site I like to play game on. That is the only time I have issues now, but deal with them through the site's forums.
A post that was made some MONTHS ago.........and only NOW is receiving feedback? Give me a break.
