They will show in the Videos app if you have Settings > iTunes & App Store > Videos (in the 'Show All' section) 'on' (and you might also have a similar setting for music and the Music app) - that is a new setting on iOS 7, so if you iPhone isn't on iOS 7 then you won't have that option.
What you can redownload should also show in the Purchased tabs in the iTunes and App Store apps on your devices, and the Purchased link under Quicklinks on the right-hand side of the iTunes store homepage on your computer's iTunes - do the films and TV programmes show there ?

Films should do, though TV programmes won't (I hadn't noticed that you were in Japan). On your computer's iTunes in the Purchased link do you get a Films / Movies heading on that screen ? Films should be one of the content types that can be re-downloaded in Japan, so it should show - if your films don't show under that heading then are they hidden : http://support.apple.com/kb/HT4919
I think that the Videos app and cloud symbol only allows you to effectively stream content - they might download onto your iPad (so will show in Settings > General > Usage > Videos) but unlike 'proper' downloads I don't think that you will be able to then copy them over to your computer's iTunes via File > Devices > Transfer Purchases (so that might be why you can see TV programmes there).

Yes I get the Movies link but it says "You do not have any purchased movies to download". I do not get that hide/unhide link it shows on the support page. (fyi: i'm using the newest version of itunes with mavericks)
I did download the shows origionally in Japan, using my US itunes store account..

You will need to be in the US with your billing address and details on your account set to the US to be able to redownload content that you bought whilst you were in the US

i was able to download one of the tv shows onto my ipad and watch it just now. But I couldn't with the movies.
Another strange thing: Under manage devices on my macbook itunes it only shows my iphone and macbook but not my ipad. But it is running under the same apple ID and cloud because i've purchased programs on my macbook and downloaded them via cloud onto my ipad quite often. So maybe thats why the old purchases are showing up?

A device or computer will only show (though I'm not sure if it always works) in the 'manage devices' section if you use iTunes Match, automatic downloads or re-download an account's past purchases : http://support.apple.com/kb/HT4627
