Note: Voice Control and Voice Control settings aren’t available when Siri is turned on.

My main problem is when my home button is pushed for 2 or 3 seconds it goes to voice control,
I really want that turned off, better yet be able to change it to somthing else

Settings > General > Passcode Lock > Disable Siri access when Passcode locked.
This will disable access to voice control / siri from a locked iPhone Only when locked with a passcode.
If you have (for example) a 5 minute wait when you lock the phone before the passcode is required then Siri will be availble for those 5 minutes.
That is because someone can just unlock the phone anyway without a passcode during that time.
