The Express will operate on 100-240 Volts and 50-60 Hz, so it will work just about anywhere in the world simply by plugging it in to the wall socket.

You will likely need an adapter though, to fit the wall socket where you are going.  A voltage converter is not needed.

for the adapter part, any adapter that fits into wall sockets in usa/canada/japan will fit (standard 2 oblong prong type).

otherwise, yes, airport express does work in cambodia.
