Lost Apple ID without any possibility to recover it

In our company we use iPads for faster communication between various departments, but recently we got a very uncommon accident: a user lost his Apple ID password, as if it was not enough, he can't remember ANY answer of his secret questions AND his account was not linked to any e-mails. Our local Apple service said that they can't help.


So what are my options? Is there a way to contact Apple directly and ask them to reset the password and send it to my e-mail, or our corporation e-mail? Other-ways the device is partly bricked and can be used as an internet browser, nothing more.
