This has been answered several times already. Under Mavericks, the power button has multiple functions. Tap it to put the system to sleep. Hold it for a couple seconds to see the menu you mention. Hold it for 8-10 seconds to force the power off via the ATX functionality.

you can also use control and the power button to bring up the old menu.
Holding for several seconds seems a bit risky. If you hold too long it will do a forced boot.
another "upgrade" :-(

control + eject brings it up without having to worry if one is going to hold the power button too long.MacBook Pro (13-inch Mid 2012), OS X Mavericks (10.9), 2.5Ghz i5 non-Retina

Due to a few complications and experiences, a single click on my power button no longer puts the computer to sleep
The couple of seconds for the dialog works, but the single click does nothing.
I reinstalled the OS, to solve another issue, but the button still the same.
How can I reset it's funcionality?
