To sync music via USB disable iTM on the iOS device, then launch the music app and let the content clear out. Now sync what you want on the device and re-enable iTM.
To cancel downloads go to the iTunes app > More > Doenloads. There yu can cancel and delete the pending downloads.

I have about a gazillion entries here. Any way to delete then all wothout swiping each item and pressing Delete?
Thanks for the other idea bout disabling and re-enabling iTunes Match on the device.

Note that in iOS7, you cannot even do this.
You then have 2 options:
1. Email iTunes Support and ask them to clear the queue for you; however, they take 24 hours to respond.
2. Perform an "erase all content and reset"; however when your phone comes back, do not restore from a backup, otherwise iTunes will just start downloading the content all over again. Instead, set up as a new phone.

Are you sure? I just tried it on my iPhone5 w iOS 7.0.3.
I started a bunch of downloads of my music tracks in the Music App. Quickly switched to the iTunes Store app and went to iTunes app > More > Downloads. The pending downloads were listed and I could swipe and delete them.
I did not see the Edit option at the top of the list, but I could still swipe and delete.
