I understand you are having some issues with Calendar on your Mac. You may want to isolate the issue further by testing to see if it persists in a new user account:

I just tried that. I created a new account on my mac. I then created a calendar item with an alarm. The alarm happened at the correct time. I snoozed it. Then I waited about 15 minutes for it to "resound" - which it did not.

Just installed Mavericks, and the problem is gone. I wish I knew what the problem was, but at least it works now.
