I would be concerned too if I was not able to access my Pages documents on my iPad. I recommend to steps in the section titled "Documents I've updated on my Mac or uploaded from iCloud.com don't appear on my iOS device" in the following article for the issue you described:

Nov 8, 2013 11:47 AM in response to Joshuawebbby MaestroDRLF,I have this issue, too. It is a serious issue. I spoke with Apple tech support yesterday and they are very aware of it . . . especially as several forums are screaming about it! He promised they were working diligently on an update.
The issue seems to be that the NEW Pages will not open documents made in OLDER pages.
He recommended, for the time being, that you open your older pages app - - - save as a new pages vers
Well, that's great for 3-4 documents. We have hundreds. So, awaiting an update.
