Easy fix. This happens when you have changed your primary Facebook email / login. Ios saves a token so it doesn't use the email to log in. When u get a new device and restore, the token is no longer valid and you can't delete the acct , and it's actually trying the token with the old email.
1)!open safari. Log I to FB
2) change ur primary email back to what it used to be
3) verify the email with FB if needed
4) you can now sign into FB in ios settings
5) once u sign in, ios will let u delete the acct from ios
6) go back to Facebook, switch email to preferred email
7) reconfigure in ios ;)

This issue affects all ios 7 device upgrades if you changed your FB login email at any point in time. Even if it was a year ago. I changed my email on my ipad 4 under ios 6. The upgrade to 7 on my ipad didn't trigger it. Once I got a new device, that set it off. LUCKLY , was able to access my old email
If u can't access the old mail:
1) u r stuck till apple fixes it
2) you have to set up the ipad as new and lose all app and save game data

I'm having the same problem, but I haven't changed my email account. I got a new iPad mini and it has never let me enter my password in settings. Tonight I changed my fb password and now I can't access my fb through the app at all. I don't want to wipe my iPad. I just went through that when I had to get a new one. If anyone has ideas, I'd be so appreciative!

I've posted this on another thread, but will add it here in the hope it helps others...
I came to this thread via google last night as I had a similar issue and can't enter an old email in FB so the above solution wouldn't work for me.
My ipad was stolen so I changed my log in email and password. (It was an old hotmail email not used in ages so not able to be reused either).
My new ipad air arrived so I installed my backed up data from itunes and set about getting to grips with ios7.
I quickly found that FB wanted the password for my account, and ran into the same as above - settings, delete, won't delete, delete app, turn off ipad, reload app, and a pop up screen that wouldn't go away unless you pressed settings instead of cancel. etc etc,
Slept on it.
Today, I have got it sorted. I hope this will help others of you.
I deleted the FB app - hold finger on icon until jiggly icon and cross, then delete. then press close button to stop everything jiggling.
Plugged ipad into main computer and opened itunes, checked if I was on latest software etc, then clicked on apps in itunes and went down the list of apps - it shows every app you've ever had (unless you've deleted them from this list)
Here's where I think I beat ios7....I loaded fb app from the list of apps in my itunes rather than downloading it straight onto the ipad.
I set the ipad to sync as usual, then ejected it from the computer.
I opened the ipad, clicked on the icon for FB, and this time instead of it asking me for my password, I got the option to enter my email address and password. As I was doing this I got the usual pop up asking for my password, but this time when I pressed the cancel button, it didn't pop up again and again and again.
After what seemed like an age while the spinning circle of death loaded my FB page, I eventually got into FB, and noticed that the FB app I had loaded was an older version (possibly for iphone?) - this is what I think you need to get around ios7 - If your version of FB in apps is too new you may need to see if you have an older back up of your ipad/iphone in itunes that you can install to get around the cycle of the pop up.
On my ipad, I then opened the app store update and sure enough FB was waiting to be updated...clicked on the update and bingo! I'm now using FB with ios7 and my new email and password.
I hope this will work for at least one other person.

I have been speaking with someone high up in Apple Support about this problem, as I'm experiencing it, too, on my iPad Air. Ironically, it's not affecting my iPhone 5 running the same OS.
This matter has now gone all the way up to the engineers, and I hope to hear back soon. I will report what I learn.

By any chance, how many of you updated the email address of your Facebook account at some point before you upgraded to ios 7? I have a feeling this might be what we all have in common. My ipad wants the password for my Facebook account, but it's using my old email address I had associated with my Facebook as the username to try to log in.

I did. I was using my @me.com address before, then I switched it to @icloud.com. After changing it back to @me.com, I was able to login fine on iOS and delete the account on both my iPad Air and iPhone 5s.

I use multiple Facebook accounts. I have a personal one I use and another I use to manage clients' accounts.
Regardless, this is a problem that requires a fix. All the techs I talked to at Apple, unbelievably, had never heard of this problem. I think they've heard of it now.

Globs at Apple told me it is a Facebook problem. I didn't buy that. Went and traded my new ipad mini for a new one. Same crap. I was able, until today to at least go on fb and look and post. Couldn't share anything from photos or YouTube without getting the message that says I need to sign in the settings, then it says unable to connect to server. Apple must be using the same crew as Obunghole for bummer are website. Shoulda bought a notebook. Seems Microsoft has their crap together while Apple is sucking.

The fix that worked for me:
1. Delete the FB App from your iPad.
2. Go to settings>privacy>facebook. Turn the setting off (slide button left until it turns gray).
3. While still in privacy, check photo, contacts, etc. settings. If FB is requesting data, turn it off.
4. Reinstall FB App. When you turn it on you should see the user name and password prompt. Enter the correct information and you should be good to go.

This one may help:
Settings / Privacy : uncheck Facebook in order to deny Facebook App to have contact to your Facebook account.
Now you can log in to your FB account via App as usual.
Not necessary to reset iPad (tested on ipa3)
