1. connect phone to computer
2. Open Control Panel
3. switch your view to small icons
4. open devices and printers
5. you should see your iPhone in the list (near the bottom)
6. right click and pick properties
7. change to elevated prompt / change settings
8. go to driver tab
9. update the driver by pointing it to: C:\Program Files\Common Files\Apple\Mobile Device Support\Drivers
10. ok thru the prompts and iTunes will load and your back in business!

Windows 8.1 is released just not everyone has access to it until the official release date.

For me, what solved my problem was to return my system to Windows 8, and then use the system until the official Windows 8.1 update was released. I then installed the 8.1 update with no further problems.
I had been using the pre-release Windows 8.1 upgrade for some time with no problems until the iTunes update. I accomplished the downgrade to Windows 8 by restoring from backups soon after I posted my question so I was unable to test any of the suggested solutions. Thanks again all.
