Thank you for the details of the issue you are experiencing with window sizes after upgrading to OS X Mavericks. I found a few resources that I think will help isolate and troubleshoot this issue.
First, try booting your computer into Safe Mode and test it here:

If the issue is not present in Safe Mode, it can mean that a third-party application set to automatically launch may be causing conflicts with Firefox, iPhoto, and the other applications you are experiencing this with.
Additionally, you can further isolate the issue by creating a new user account and testing there:

I thought Apple would have released a bug fix by now, but they haven't, so its become extremely annoying.
I am not going to do the Safe mode feature because this is a bug and should be fixed by Apple. My computer worked fine before upgrading to Mavericks.

Nov 23, 2013 1:10 PM in response to amityukby dsinacola,That's exactly where I'm at. The entire performance of my laptop went completely downhill after the Maverick update. Everything ran perfectly before - I could have 8 applications running simultaneously and I hadn't had to even restart my laptop for 3 months at a time. Now everything hangs, takes forever to log out, switch users, run apps. All of it just took a complete dive. I don't have time to debug & run diagnostics, I just wish I could snap my fingers and roll it back. I sure wish Apple had put an upfront warning that 13" MacBooks with 4GB or RAM would suffer from the update, instead it was all touted to speed it all up so I figured why not? So sorry I did that.

Thank you for the additional information. If you have a Time Machine backup and would like to revert to a previous version of OS X, you can do so by using the steps in the following article:

Then you must live with it as is, nothing can be fixed when you refuse to try.

As its a bug then I think Apple fix it of course. Or someone post a proper solution. Do you really think I should fix this??? I am not an Apple employee.

I think this forum should be best suited for people with the issue and to provide a solution (the above answer about using Safe Mode or a new user account is not a solution because it should not happen in my current user account when safe mode is not used) so whether I have authority or not (I kindly asked, not demanded) I think you should stop posting pointless replies on the forum. I don't understand why you have a problem. Do you have the issue and/or do you have a solution? If neither then please do not reply with silly remarks telling me I should fix Mavericks bugs.
I am going to stop replying to you now, I have made my point and will just wait for this bug fix or a real solution.

This issue was happening when I locked the screen with a third-party APP called "Lock Me Now". I uninstall this application and I am using the lock screen on security menu. Everything is working perfect now!
In fact I uninstalled the Mac Keeper as well, and I had a good performance improvement too.
I don't know if you already solved your problem... anyway... here is my contribution to work better with OS X Mavericks. Tnks

My setup:
- Mac Mini 2010
- Two monitors
I have a problem with Skype and Outlook 2011 windows. I keep them stretched to full monitor but when I unlock my screen these windows become small and attached to the menu bar. I can't resize or move them. So I have to relaunch these applications each time because this is the only way to fix this issue.
I don't use any 3rd-parties like the mentioned above. I use the default fast user switching menu.
