reboot, hold CMD+R .
you'll be in the recovery partition.
go to disk utility, and Verify and Repair your boot disk and its permissions.
exit out of Disk Utility and then go to the area that says reinstall Mountain Lion.
This will hopefully fix your issues.

I'm a bit against doing a system restore or reinstallation for a minor issue. (no offense meant, just advice). This happened to me on my OSX Mavericks system & I was able to fix it simply with killing the ReportCrash process from activity monitor.
launch activity monitor from spotlight > go into CPU tab > find process named "ReportCrash" > force quit
