Are you getting the airplay icon to show up in iTunes ?

I don't have an Apple TV yet nor do I have an AirPort Express, so I've never had an Airplay Icon. One doesn't show on my iPhone, iPad, or iTunes.

I just ran iTunes Diagnostics (Help --> Run Diagnostics... --> "Check" Network connectivity tests).
I found this:
Windows Firewall is on.
iTunes is NOT enabled in Windows Firewall.
Connection attempt to Apple web site was successful.
Connection attempt to browsing iTunes Store was successful.
Connection attempt to purchasing from iTunes Store was successful.
Connection attempt to iPhone activation server was successful.
Connection attempt to firmware update server was successful.
Connection attempt to Gracenote server was successful.
I checked my Firewall settings (Windows Security Essentials) one more time, and it IS enabled for Home/Work (Private) and Public.
I think I'm going to uninstall and reinstall iTunes and see if that helps.

The uninstallation and re-installation of iTunes didn't help. I also shut down my Firewall altogether. That did allow the diagnostics to read "Windows Firewall is disabled." However, it still won't allow Remote App or Home Sharing access.
Any help would be...well...helpful.

I have a similar problem where I installed the new remote app on my iphone 4s (iOS7), tried to use it with my computer which is wired into the router and I get the remote thing on the side, type in the code i get from the app and then I get stuck on a screen where I have the iTunes logo but i cant tap on it or do anything? Pretty sure its not my wifi as i can use the remote app on the ipad with the same computer. I assumes its a problem with the app on the phone?

I had this problem. Here's what I did:
1. Check network allows sharing (which it did)
2. Make sure latest iTunes update is installed (currently 11.1.3)
3. Turned router off. Waited 20seconds and rebooted router
4. Opened iTunes
5. Edit-->preference-->sharing and tick "share my entire library"
6. Turned on homesharing
7. Opened Remote app on my iPhone
8. Remote appeared as an app in the same box as my iPhone on iTunes screen (see below)
I can't help you further than that I'm afraid

Thanks for the input. I tried all the steps you said, but still Remote App and Homesharing are not working. I think it's a bug Apple needs to fix because it only did this when I updated my iPad, iPhone, and iTunes.

After a couple of days I was able to fix my problem by just doing a factory reset of the iPhone. For me this wasnt much of a issue as I didnt have much data on it anyways. After setting it up and restoring from a back up i redownloaded the app and it worked! Hope this helps some of you

I just tried that on my iPad and iPhone. Still nothing. This may be an issue with Windows and iTunes while running over a network due to the iTunes updating.
However, my iPad and iPhone do sync with iTunes over my Wifi. It's very weird. I think some kind of "Apple fix" needs to happen.

I am experiencing the exact same symptoms. I'm using iTunes in Windows 7, iPad Air, and iPhone 5. All updated. Both my iPad and iPhone can sync with iTunes over wifi, but the home sharing button does not appear in the Music apps, and the Remote app cannot find my iTunes library.
Very strange. Did all the same troubleshooting. All my iTunes diagnostics passed. Really scratching my head with this one. I'm glad I'm not the only one.

I also cannot get the Remote App to work at all. My itunes crashes if I run diagnostics too...

Looks like you can disable IPV6 on your network adapter to make this work.
I had to disable it, then restart iTunes for it to work. Homesharing and the Remote app worked correctly afterward.

And that was the problem. IPV6 is disabled, and now Homesharing and Remote App are finally working again.
Do you know why iTunes doesn't like IPV6? And what are some problems for having it permanetly disabled for everyday use?

No idea why iTunes doesn't like IPV6. I assume it's a bug with 22.214.171.124. Haven't heard otherwise!
