Nov 13, 2013 4:58 PMby Boogsephine,OP, I was having the same problem after updating to Mavericks. Here is what I did to fix the issue I was having.
Open Notes on Mac:
Notes --> Accounts --> Click iCloud Account --> Uncheck the Notes sync check box
It'll tell you that any notes you've created on the Mac will be deleted (I only had 1 so it was fine for me).
Go back in and check the box to sync Notes and it should refresh it. I checked on my phone and all of the old notes were there as well as the new notes I've created on my iMac.Hope this helps.
