The highest version of OS X that your old G4 can run is Leopard 10.5.8 which would give you Safari 5.0.6 and a better solution to the Flash problem.
Apple no longer supply Leopard so you will have to look on eBay or Amazon for a black retail install disk, and that could cost up to $200.

Remember that 10.5 requires an 867mHz or faster processor to install. G4 PowerBooks made before about Nov 2002 had slower processors than that minimum requirement. Doing "About this Mac" from your Apple menu will show your processor speed.
