Why won't the home button toggle iPod controls from the lock screen without Control Center?

I like Control Center's presence overall but in iOS 7 the music controls in a general sense are "broken", for lack of better words.  You quite literally can't play music from the lockscreen if you disable Control Center on the lockscreen, unless you use Siri.  I used to feel like I had an iPod in my phone but now I do not, because without the help of Control Center, the Home button does absolutely nothing beyond the optional Accessablity controls.

With the coming of Control Center:

Music must already be playing for quick access to the music app

and music must be playing for the home button to toggle music controls.

I thought moving from a home button double click to a single click to toggle music controls was great- until I realised that the home button doesn't do anything at all if music isn't already playing.  Does anyone else find this frustrating and illogical??

The double-click on the home button allowed you to swipe to get to the iPod/Music App. Now you just have to tap the music app on the home screen. All a matter of preference I guess. Again, after you get music playing you can access via the Control Center. You couldn't really start a particular song from the lock screen before anyway.

Um, I can't make sense of your first sentence..

Look, the point I'm trying to make is that the home button's function is entirely circumstantial now.  If pressing it once toggles between the back/play/forward and clock while music is playing, then why won't it do so when music isn't already playing?

If I light up my lockscreen, then pressing the home button does nothing.  Absolutely nothing.

further if Control Center is disabled on the lockscreen, there is absolutely no way to reveal player controls without the aid of Siri. None.

My first sentence was a reference to the prior way of accessing the Music app. I cannot understand your second paragraph, as I do not see the behavior you are describing with the home button. Sorry, I was having trouble seeing that behavior because of Touch ID. It kept unlocking my phone as I tried to press the home button.
