iTunes won't sync app upgrades

The title says it all.  I reinstalled the OS (Win7) on my PC and set up iTunes exactly the same as it was before.  I deauthorized the old installation and authroized the new installation.   Since my media libary was on a separate drive, I just set the iTunes library folder  to point to the already existing, previous folder.    

 

Everything seems to work OK including downloading the app upgrades, EXCEPT that the downloaded app upgrades will NOT sync to my iPhone. From the iPhone, the apps will upgrade fine when connected directly to the app store.   It's just that downloading the app upgrades to the computer, connecting the iPhone to the computer, and then syncing does NOT work.   Any ideas on why this won't work?

    At least I could manually click the update in the devices app page to change it to Will Update and then it would sync over from itunes to the device, but on the latest itunes this broke again. Currently 11.1.3 here.

     

    I also had another problem where itunes synced crap onto the device in the OTHER category. I had to erase and reset the device to get rid of it. Hours of time wasted.
