Q: opening calendar on iMac invoked "Moving calendars to server account" which fails

I went through the process of resetting my iCloud account.  As I opened my Calendar app it invoked "Moving calendars to server account...." which eventually fails after 5-10 minutes.

MacBook Pro, Mac OS X (10.5.4)

    Quit Calendar. Force quit if necessary.

    Back up all data.

    In the iCloud preference pane, uncheck the box marked Calendars and check it again. When you uncheck the box, you'll be prompted to confirm that you want to delete your iCloud calendars.

    Relaunch Calendar and select

    Calendar ▹ Preferences ▹ Accounts

    Click the plus-sign button at the bottom of the account list on the left (which may now be empty) to add a new account. Select iCloud and enter your credentials.

    This solution is not working for me with El Capitan. If I uncheck and then recheck calendars in my iCloud preferences it deleted and repopulates the events from iCloud, yet it still fails to move calendars to server. If it receives, then why can't it send? Also, the calendar events on my mac mini do not transfer to my iPhone calendar. Please advise.
