You need to have Bookmarks selected in the Control Panel on your PC.

I do have (and have had) bookmarks selected in the Control Panel on my PC. The problem is, Safari isn't an option in the Bookmarks. The only Bookmark options are Explorer, Firefox and Chrome. I can't understand why Safari of all browsers wouldn't be an option. It therefore seems impossible to sync my Safari bookmarks from my Mac and iPhone to Safari on my PC.
Now, considering that Explorer and Chrome are options in the iCloud control panel under the Bookmarks section, I did choose them. An additional problem caused by this, is that iCloud seems to have synced the default Explorer bookmarks, which then synced to my Mac and iPhone, erasing my existing ones in those places. With Chrome, I seem to have a mangle of merged bookmarks, but nothing like what I spent time and effort on in compiling on my Mac and iPhone.
It just seems that iCloud isn't working properly. Even my Photos in Photo Stream don't sync completely, and there doesn't seem to be any fixes or help on the topic anywhere.
