Yes, I know that is how it is "supposed" to work, but it does not work on my husband's phone and on my friend's phone. We are updated on ios 7 and restart the phone. The "Add Calendar" simply does not show up!

After quitting the calendar app (Double tap the Home button and swipe the app preview page up)
try restting (Hold the Sleep/Wake and Home buttons and don’t let go until the screen goes dark and the Apple logo appears).
Also, check your restrictions:
Settings > General > Restrictions

Thanks to both of you for trying. I did do what Axeman 1020 suggested -- still no solution.
Then my husband found an answer in Apple Discussions -- he cannot create a calendar cdategory on the 5s -- he has to sync it from iCal or Entourage. HOWEVER, I still am able to add a new calendar category on my 4s phone, even using ios 7. Hope Apple does not think this is an improvement!

I had this same problem on my iPad and was able to add new calendars (and choose color) by switching to the Month view, vs Week that I was in. Not intuitive at all... pure luck, but when I did, the Calendars link (bottom center) > Edit now showed Add Calendar, when it didn't before. Hope this works for you.

It doesn't seem intuitive because something is wrong.
I have an iPad running iOS 7 and I can add a new calendar in any view (Day, Week, Month or Year) by tapping Calendars (bottom center) > Edit > Add Calendar

Make sure you have your iCloud on for calendars. That's when you can add different calendars.
I'm assuming to make one calendar in multiple iOS devices for possibly different people or a very busy person.
