The easiest way to do this locally is to just have an image folder on your desktop (well, for me it is). Then you can just do
<a href ="Images/thisfile.png">link to image text here (text or image, etc) </a>
When you save, the image will appear locally in a browser. If you're working with an FTP server, just copy the Images folder you created in your public_html directory.
Basically, your problem is that you're making your path far too complex. The browser by default will refer to your Desktop (at least for me it does)
