That screen is indicative of Recovery mode. How much of the setup/activation had you completed when that showed up? Were you/are you connected to the computer? What model of iPhone is it you are trying to activate?

Is this a brand new device? What part of the setup were you at, as I asked before? You also did not answer what model of the iPhone this is.

Walked away while uploading what? You say you have not connected to computer, so was this an iCloud restore or what? You say a new device, are you talking about a 5c or 5s?

Alright, you are going to have to connect to the computer and iTunes and follow the information in this support document to first restore the device. After that, you can set it up as new, then restore to your iCloud backup after that. http://support.apple.com/kb/HT1808
