The guy in the Apple store explained that iMessage activates by sending an international text message automatically to Apple or something like that. Because my phone is prepaid (not on a plan) and my credit package doesn't include international text messages, it wouldn't activate for me (that is, I could only send messages through my email account, not my number).
The problem was solved by going to my phone company's store, they called up the phone company who added 35 cents in international credit to my number, which allowed the activating message to send, and now it's all set up.
It probably won't solve the problem for everyone, but worth a try.

I have an iPhone 4 with iOS 7.0.3 and I went through those steps:
- Go to "Settings">Scroll down to "iTunes Store & App Store">Logout from the account
- Turn off your device, wait 1 minute or 2 then turn your device back on
- Return to "Settings">Scroll down to "iTunes Store & App Store">Login (can take up to a minute)
- And voilà! iMessage and FaceTime are back in business!
Note: it works without any need for a restoration.
This fixes as well all the problems in Google/Facebook/WhatsApp/etc. that require you to "Connect to iTunes to activate push notifications".

As soon as I changed that over it worked. My calendar was off because I was advancing ahead to play a game

It's been exactly one week since imessage went out. I have tried every possibly fix reported every day. Nothing worked.
I thought I would give it one last try and changed my SIM card today. It didn't work. I removed my wife's SIM card from her phone (same carrier and imessage was working for her) and put it in mine. It worked with her phone number on my device. I installed my SIM in her phone, it worked with my number. When it switched them back again, it worked. I'm not really sure if it's the new SIM card or the switching of SIM cards around that made it work.
I don't know if this helps anyone. I hope it does. I fully understand the frustration this may be causing.
I'm on 7.0.4, 5s.

You probably are out of the United States
I mentioned in an earlier comment that a proxy server may solve the issue, however not all proxy servers work.
Today I found one that worked for sure
Turn both iMessage and FaceTime off
Put this proxy ( Server: 95.154.91.66 Port: 8080 ) in your wireless network settings then turn both iMessage and FaceTime on
Wait for it as long as it takes to activate.

This proxy is online now, I don't know when it's going to be dead.
This worked for me, and it might work for you if your issue is the same as mine.
