I have the same problem. Everything worked fine before the upgrade. After the upgrade, I recieve my e-mails, but cannot send. I get the following message.
Cannot send mail. The user name or password for
I didn't change any passwords or user names. Very frustrating.

After upgrading to IOS7, I found that I am able to receive e-mail, but cannot send e-mails. I am using Time Warner Cable. I have confirmed that by signing in to TWC, I am able to send and receive e-mail. The rep at TWC said that someone from Apple gave him instruction on how to correct. I get the message below when trying to send e-mail:
CANNOT SEND MAIL
The connection to the outgoing server "mobile-smtp.roadrunner.com" failed.
Additional Outgoing Mail Servers can be configured in Settings>Mail, Contacts, Calendar.
According to TWC, I have my setting correct.

I found a message from Skidplate under Apple Support Communities. He checked his password in the incoming server and outgoing server. They were different. I just changed my password and made sure they were the same and it fixed my problem

Eventually I have got this fixed on a call with Apple. Removed my accounts. Reset network settings general>reset>reset network settings. Re-added my wifi connection. Re-added my accounts without messing with SMTP settings. Just took the standard from gmail etc. Hey presto.. all working fine. Apple seem to think after an upgrade the wifi settings can get a little confused!

I found a solution and its work for me , you may follow the below step -
for SMTP setting
HOST NAME - use your SMTP server provided by ur ISP /email/domain provider...
user name : use same user name you have used in incoming server.
password : use the same password you have used in incoming server.
authentication : select PASSWORD
hope it will work for you as well.... enjoy...
