That's not been allowed by the content owners and hence iTunes can't do it and the copy protection prevents any other software from being able to.

One thing you can do, though, is buy an Apple TV and connect it to your TV. They're pretty inexpensive, and they can stream any music, movies or TV shows you have purchased in the iTunes Store. You do not even need to have your laptop does not need to be turned on, you just need a fast enough wifi network that the Apple TV can stream the video.
Obviously not the same as burning a DVD... but it's an option that's worth considering, at least.
