It sounds like you have iTunes Match items that you would like to download to your computer.
First go to your Songs view and click Edit in the menu bar, and choose Select All. You may have to enable the menu bar on your PC:
To turn on iTunes menus in Windows 8 or 7, do one of the following:
- Press the Alt key.
This will turn the menus on and off temporarily. This will change back to the default, the iTunes menus being turned off, when you next close iTunes.
From: iTunes: Turning on iTunes menus in Windows 8 and 7
Then Right click any one of the highlighted songs and choose Download.
Thank you for using Apple Support Communities.
All the very best,

Thanks, I'm not sure I explained my issue very well.
I have recently moved my iTunes media and library to an external hard drive and in the process I appear to have lost my old playlists and a number of music items.
Previously I had all of my music collection stored on my laptop and replicated in iCloud using iTunes Match. iTunes Match is currently switched off in iTunes since moving my library and media to the external drive.
My complete music collection including playlists stored in iCloud is still showing on my iPhones and iPad, however, I am reluctant to turn iTunes match on as I am concerned that iTunes will replace everything stored in iCloud with the current incomplete iTunes library.
Does this make sense? I just want to somehow be able to ensure that my complete collection sitting in iCloud is copied to my current iTunes library residing on my external hard drive.
