Have you tried a higher resolution version of the image ?

    From http://support.apple.com/kb/HT5595 :

When the parallax effect is on, you may notice the following:

    • Wallpaper, icons, and alerts shift slightly as you move your phone.
    • When you set a wallpaper in Settings > Wallpapers & Brightness, the photo or image will be slightly zoomed and can't be scaled to fit the screen.

If you zoom in, you will need to rescale your wallpaper to fit to the screen. You can't rescale certain photo formats, including landscape or square images.

There's a lot of that going around. It has to do with the 'apps floating over the wallpaper' trick that comes with iOS7.

You can go into your settings and accessibility I think and turn 'reduce motion' to on.

Then when you set your wallpaper, go in through the photos app, find your image and tap on the 'send to' icon (the square with the arrow poking out of it) and send it to be wallpaper.

You will have a bit more scalability although not as much as you used to.

Since the floating effect requires there to be 'extra' pixels around the edges, your image will automatically zoom in to fill the screen and your main ability to move will have to fit within that zooming in space.

So you'll find the higher resolution image you use the more scalability you have. So using a 3000x4000 image will get you more freedom to move than a 300 x 400 pixel image.
