They are in my itunes library. As a matter of fact, when I look at my itunes library, tones playlist, they are all playable. As opposed to when I click the "iphone" tab, then "on this device"
So, in other words: The tones are in my itunes library. They are playable from my itunes library. They are visible under the iphone > tones list, but unplayable. They are listed as synced to phone. They are not visible on the actual iphone.

Did you check
iPhone's Settings > Sounds > Ringone > your ringtones should be at the top of the list.

The exclaimation mark means the path to the ringtones is not resolved. (Not found)
If they are all playable in computer iTunes library, try de-select sync then re-select and sync again with your iPhone connected and selected.

I tried this. And it woked on just one. Now there are 3 left with exclaimation marks that are not showing up on my phone. I tried it a few times. Could it be that I might need to update my phone to the most current operating system? I'm not terribly savvy when it comes to electronics!

Yes, updating the IOS is a way to go (bugs fixes).
Settings > General > Software Update
Make sure you are connected to the wall power adapter and have Wi-fi connection.
BTW, what's the duration of those ringtones in seconds? (35 secs is max)
