Nov 16, 2013 9:13 AM in response to tml387by jeremy_v,Hi tml387,
Thanks for visiting Apple Support Communities.
If iTunes is unresponsive and quits when you try to access the iTunes Store, start with these steps:
Troubleshoot issues in Windows
If you haven't been able to connect to the iTunes Store for more than a day (and other customers on our discussion boards aren't experiencing similar issues) a software or Internet service provider (ISP) configuration issue may be blocking your access to the iTunes Store. Find out which ports and servers need to be allowed for iTunes Store access.
- Update iTunes to the latest version.
- If iTunes Store appears empty and only displays the message iTunes Store, follow these steps.
- Try the steps to troubleshoot iTunes Store connectivity in Windows.
- As with all firewalls not manufactured by Apple, you may need to configure Windows Firewall to allow iTunes to access the iTunes Store. Follow these steps for Windows XP, Windows Vista, and Windows 7.
- Try disabling any proxies built-in to Wndows. You should avoid proxies because they can cause issues.
- If you're receiving a specific error message, follow these steps.
- If the issue still persists, contact your Internet service provider and confirm that these ports and servers are enabled over your network.
You can find the full article with these steps here:

Dec 1, 2013 5:15 AM in response to jeremy_vby ruffin,I have the same problem with iTunes crashing from Windows 8 (8.1 in my case) every time. On the same wireless network, my Macintoshes can access the store without issue, so it is not an ISP or router issue. It's the software on Windows.

Dec 1, 2013 5:55 PM in response to tml387by kevkelent,I am posting to confirm that there must be a software incompatibility issue between Windows 8.1 and iTunes. I upgraded to 8.1 two days ago and have since been unable to access the iTunes store although iTunes itself continues to play music just fine. Warning: after attempting to access the iTunes store several times my entire computer processing slowed down and the computer ceased to be able to successfully access the internet at all. It took several restarts and eventually shutting off the laptop and pulling the battery out for several seconds before normal functioning was restored.

Dec 2, 2013 7:06 AM in response to tml387by tml387,I found this on another thread and it resolved my issue!
"I had exactly the same issue today with my Windows 8 PC, and I tried the suggestion below provided by another person in this forum - and it works.
Try adding C:\Program Files (x86)\Common Files\Apple\Apple Application Support; to the system variables PATH
iTunes tries to use QTMovieWin.dll and that the file is in the directory
Guide to add a PATH:
Windows 8
Drag the Mouse pointer to the Right bottom corner of the screen
Click on the Search icon and type: Control Panel
Click on -> Control Panel -> System -> Advanced
Click on Environment Variables, under System Variables, find PATH, and click on it.
In the Edit windows, modify PATH by adding the location of the class to the value for PATH. If you do not have the item PATH, you may select to add a new variable and add PATH as the name and the location of the class as the value.
Close the window.Windows 7
Select Computer from the Start menu
Choose System Properties from the context menu
Click Advanced system settings > Advanced tab
Click on Environment Variables, under System Variables, find PATH, and click on it.
In the Edit windows, modify PATH by adding the location of the class to the value for PATH. If you do not have the item PATH, you may select to add a new variable and add PATH as the name and the location of the class as the value.
Windows XP
Start -> Control Panel -> System -> Advanced
Click on Environment Variables, under System Variables, find PATH, and click on it.
In the Edit windows, modify PATH by adding the location of the class to the value for PATH. If you do not have the item PATH, you may select to add a new variable and add PATH as the name and the location of the class as the value.
Close the window." -
