Q: Automator is missing the action "Extract PDF Text"

Under the Automator > VIew menu item you can choose to view the library by application or by category.  I think the view by application is more or less historical, since that is the way things were originally grouped.

In the menu bar: View->Arrange Action By->Category

(you have it by Application, so it's listed under Preview)
