Have you checked under Settings->General->Restrictions make sure its not turned off there?
Was it there before updating to iOS7?

Indeed. Note that as per religious restrictions, Facetime is not available in many Muslim countries. It is blocked at the firmware level so any iGadget destined for those places will forever be FaceTimeLess.
