Q: Personal hotspot still doesn't show up and I used it before

I've tried restoring network settings, reset as new phone and I've had hotspot before and now I tried again and it's gone and I transferred to straighttalk but it still had the setting, I've used it before but now it's gone. I have iPhone 4S on iOS 7.03 now updating to iOS 7.4
