If Apple was designed to put the device owner in the driver's seat these problems would vanish.
I and my husband thank all those who kindly shared their knowledge and experience in the quest for a solution to this design problem.

You mean stopped Siri from working on the Lock screen. I thought you meant while on the lock screen, you deactivated Siri.
Regardless, with Voice Control (not Siri) activated, it takes us back to the original post.

Anyway, I think it has been established that you cannot disable Voice Control for the Lock Screen, though if you enable Siri (therefore making Voice Control redundant), you can then disable that for the Lock Screen.
Whilst you correctly point out this is not a solution to the 'subject' it is a good solution to the actual problem described by the OP and experienced by many others, which was the phone listening for voice commands whilst it was locked and accidentally activated. Hence I pointed out in a previous post that perhaps the subject was misguided, the solution, however, remains good.

Now sorted easily this way:
Settings
General - turn Siri On
Go back to settings screen
General, then Passcode, enter your simple 4 digit code or other passcode.
Underneath the box which explains a simple pass code,,there is the sentence Allow access when locked.
Underneath this it says Siri, tap it to turn it on, when dome another button appears for voice dialing which by default is on.
Tap the voice dialing to turn it off, then tap Siri button to turn it off.
Go back to settings then press the home button to close the screen.
Press the phones Lock button,top right and the job is done.
This only stops the home button from turning voice activation, it does not stop iphones which are randomly dialing numbers with nonuser input.

It has been a major pain in the butt for me as I bought a military grade case to protect my pride and joy and it has a raised button over the home button and it dialled evryone every time I bent down to tie my laces. Finally got around to looking up if anyone had sorted it..... Bless you!
