So after trying everything I found online with no success I got my iPad to connect but removing ("forgetting") my wifi network. Then I used my phone to create a wireless hotspot and joined that. Once I was on the hotspot's network iTunes loaded no problem. Then (leaving iTunes up in the background) I rejoined my home wifi network and everything seems to be working fine.
The wifi network isn't the problem but for some reason it appears that iTunes needs to be tricked into getting past whatever issue it has connecting and switching networks did the trick for me. If you don't have the ability to set up another network it might be worth going to a coffee shop or a friend's house to see if you can connect by switching networks. Good luck.

I tried every tip here and nothing worked. So I decided to make an attempt: turn off my Ipad and then turn on... and it WORKED... so it's a Hot Tip and easy to try...

I was getting "Cannot connect to iTunes" error on my ipad
I couldnt sign into my Apple ID.. it would just sit there and time out.
I tried a few things (dns, hard reset, changing the time) but none of that worked.
What worked for me was General>Reset>Reset Network Settings

I tried the DNS to 184.108.40.206, also tried 220.127.116.11 and tried to reset network settings. Nada. But then I saw somewhere about the date being important. I found that the date on my iPad was set in the past. I corrected it and hey presto, App Store working again ; )

I still can't get connected to iTunes Store to see my purchase history. This is a nightmare and I have a serious issue that needs resolving

First of all this problem only accures when you get an upgrade from apple?
The best thing to do and that also means when you can`t get connected to the iTunes Store or anything other than that.
You need to go on your (iPad). Go to Settings and then to General,once you are there scroll right down to the very bottom and there you will see the word Reset.
Click on Reset.
Then Click on the word Reset All Settings.
Then wait for your iPad to do its job.
Your iPad will now reboot and collect all date that you have on your iPad.
By this time Apple iPad would be back to normal with a few new upgrades.
Now all you need to do is reconnect to the internet and set your iPad to the setting you want and you should be ok then.
I don`t hope this will helps because I know it will work.
