Try the "Turn Wi-Fi Off," and then, "Turn Wi-Fi On" options on the OS X menu bar's AirPort icon drop-down menu. If that still doesn't work, try temporarily connecting your Mac to the AirPort using an Ethernet cable.

Note: Your Mac must be connected to the AirPort (via wireless or Ethernet) in order to access it with the AirPort Utility.
