Apple uses AppleIDs for all its services. You can have as many AppleIDs as you wish, and you could, if you wished, use a different one for every different Apple service - iTunes & App stores, iCloud, iMessage, Game Center, these forums, etc.
So, yes, you can use your AppleID to download and install apps on their devices. Those installations will only be deleted on those devices if someone deletes them - deleting them on one device does nothing to their installation on any other device.
Playing online games is dependent on the AppleID used to login to game center - it need not be the same AppleID used to purchase the game itself.
So if they each have their own AppleID they can use that for Game Center, iCLoud and iMessage (and FaceTime) but you use only your AppleID (and password) to actually purchase and install all content.
Now, if they have been using your iPad all this time and your AppleID in Game Center, then the only way to keep their progress will be to continue to use your AppleID in Game Center on your device - moveover you may have to restore their devices form a backup of your iPad in order to transfer all current progress over. That will then make things problematic if they wish to play against eachother.
Honestly, I would tell them they will have to accept the fact that getting their own devices will mean they must start over with their games and move those games onto their own AppleIDs for now and ever more. I simply know of no way to migrate them to their own devices and still keep all of the progress/points accumulated under your AppleID on your iPad - not and let them actually be their own little individuals with their own devices going forward.
P.S. another thing you should look at is the settings under "Restrictions" and see if you wish to enable any of those on their devices - things like age appropriate content filters or disable any changes to accounts and so forth. You can set up restrictions on their devices, and keep the restrictions passcode to yourself so they cannot alter those settings.
